Arthur Burnett Sr., Executive Director of National African American Drug Policy Coalition, will speak about the need to create more effective mental health systems and stop using jails and prisons to house those who need help. A retired judge from the Superior Court of the District of Columbia, Burnett will focus on ways to eliminate unlawful discrimination and the disparate treatment of patients based on race.
